Can a foreign firm build in Ukraine without a local design partner?
In practice, no. Documentation must comply with DBN building codes and DSTU standards, include cost documentation prepared under Guideline No. 281, and pass state expert review before financing is released. A foreign concept cannot enter that process directly.
Who keeps authorship of the architectural solution?
The foreign partner. Energoprom works on the technical realisability of the partner's solution inside the Ukrainian legal framework and does not claim authorship of the concept.
Is a condition survey required before reconstruction?
Yes. A reconstruction design must rest on measured data about the existing structures. Without a survey report to DSTU 9273:2024 the designer has no source data and the state review has no basis to accept strengthening calculations.
Can design documentation be reviewed after it has passed state expert review?
Yes, and it is worth doing before acceptance certificates are signed. Expert review checks compliance with codes, not the completeness of the set or whether the scope of works matches the building's actual needs.
When is scientific and technical support required?
When a solution falls outside the direct application of the codes: higher consequence class, non-standard structural scheme, extension or strengthening within existing development, difficult ground, restoration of damaged buildings. The procedure is set by DBN V.1.2-5:2007.
What can be contracted separately?
A single design section, a single stage such as feasibility study or detailed design, the cost part alone, expert review support alone, or the full package.
