Construction works

We deliver works as main contractor under agreements with municipal and regional authorities. The company's principal registered activity is construction of residential and non-residential buildings (NACE 41.20).

Building condition surveys

Visual and instrumental survey to Ukrainian standard DSTU 9273:2024, with a technical report and condition certificate.

Inspection of the structural system and building services, instrumental measurement of deformations, deflections and geometry, non-destructive testing of concrete strength and reinforcement condition, selective opening of concealed joints, verification calculations of load-bearing capacity. The result is a technical report assigning the building to one of four technical condition categories, plus a condition certificate that serves as source data for design.

An expert review report confirms compliance with codes, but guarantees neither the completeness of the documentation nor that the scope of works matches what the building actually needs. We check that all sections are present and consistent with each other, that bills of quantities and cost estimates follow the adopted solutions, and that materials and unit rates are justified. The client receives a list of findings with references to the codes before the documentation goes to review or is accepted and paid for. We also support the preparation of the design brief and the interim acceptance of feasibility studies and schematic designs.

Scientific and technical support

For higher-consequence structures and solutions outside the direct scope of the codes. DBN V.1.2-5:2007.

This support is required when a solution falls outside the direct application of the codes: a higher consequence class, a non-standard structural scheme, extension or strengthening within existing development, difficult ground conditions, restoration of war-damaged buildings. Without it, state expert review will not accept such solutions and the contractor has no basis to build them. We justify the solution by calculation, draft technical conditions for particular works, support construction and monitor structural behaviour.

We assess the actual condition of structures and building services, the existence and completeness of permits, whether the current use matches the designated purpose, the capacity of existing utility connections, and the restrictions on reconstruction or change of function. We calculate the cost of works needed to bring the property into operational condition. The buyer sees not the seller's price but the price plus the required investment.

Tests whether the investment makes sense before money is spent on design.

A feasibility study answers whether the facility is needed in the form proposed and what it will really cost. We compare options by capital and operating expenditure, assess capacity, timing and funding sources. For publicly funded projects the study is the basis for inclusion in a programme and for approaching donors; for a private investor it is the basis for deciding before the budget is spent on detailed design.

Working with a foreign partner

A concept produced abroad cannot enter the Ukrainian permitting process as it is. Documentation has to be completed under DBN codes and DSTU standards, priced under the national cost framework, and cleared by state expert review before money is released.

  1. You send the concept, schematic design or technology, with your design intent.
  2. We identify the gap against Ukrainian codes and agree what stays with you and what we take on.
  3. We complete the missing sections, prepare the cost part and assemble the package.
  4. We carry it through state expert review and answer the reviewers.
  5. During construction we provide designer's supervision and represent the design decisions on site.

You keep authorship of the solution. We make it buildable inside Ukrainian law.

Contracts can cover one section, one stage, the cost part alone, or the entire package.

Frequently asked

Can a foreign firm build in Ukraine without a local design partner?

In practice, no. Documentation must comply with DBN building codes and DSTU standards, include cost documentation prepared under Guideline No. 281, and pass state expert review before financing is released. A foreign concept cannot enter that process directly.

Who keeps authorship of the architectural solution?

The foreign partner. Energoprom works on the technical realisability of the partner's solution inside the Ukrainian legal framework and does not claim authorship of the concept.

Is a condition survey required before reconstruction?

Yes. A reconstruction design must rest on measured data about the existing structures. Without a survey report to DSTU 9273:2024 the designer has no source data and the state review has no basis to accept strengthening calculations.

Can design documentation be reviewed after it has passed state expert review?

Yes, and it is worth doing before acceptance certificates are signed. Expert review checks compliance with codes, not the completeness of the set or whether the scope of works matches the building's actual needs.

When is scientific and technical support required?

When a solution falls outside the direct application of the codes: higher consequence class, non-standard structural scheme, extension or strengthening within existing development, difficult ground, restoration of damaged buildings. The procedure is set by DBN V.1.2-5:2007.

What can be contracted separately?
